Building and Improving Support for RTD Policy and Public Spending
(FP6-2005-RTD-OMC-NET)
 
The BIS-RTD project has as a general goal to build a methodological framework and a learning platform for regional and national RTD policy makers and stakeholders interested in obtaining support arguments for their requests to bring public research funding to the Barcelona target level.

The project consortium is mainly composed of public bodies involved in the formulation of research related policies at national or regional level. Out of the ten project partners there are eight Member States (Slovenia, Sweden, Spain, UK, Italy, Czech Republic, Hungary and Belgium), one Associated Candidate Country (Turkey) and one Western Balkan Country (Serbia). In composing the Project Consortium, efforts have been made to involve primarily regions/countries with successful, yet varied RTD funding policy. Attention has been paid also to include in the Consortium regions/countries with different levels of economic and RTD performance, cultural and political outlook.

The project consortium objectives can be summarised as follows:

  1. identify and evaluate existing RTD funding models, policies and instruments in participating regions/countries including their communication
     
  2. identify critical success factors for RTD funding policies resulting in enhanced research and innovation performance
     
  3. select and present good practice cases assisting policy makers through mutual learning and benchmarking
     
  4. formulate guidelines for successful target-oriented RTD funding policies and their implementation
     
  5. offer recommendations to RTD policy makers on communication tools for obtaining funding levels necessary for ‘competitiveness-minded’ research, leading to new and improved products and services

The BIS-RTD project is composed of six Work Packages (WP). The first WP is for project management and will be active throughout the entire 18 month duration of the project. WP2 has as its main task the mapping and audit of RTD public funding models and will last three months. Once the mapping is complete, WP3 and WP4 will work in parallel analyzing the critical success factors leading to successful public RTD funding policies and their communication. The two WPs will both have duration of five months. The results of WP3 and WP4 will be audited by external experts in WP5. The audit will be completed in four months, after which the BIS-RTD project will be coming into its final stage, the publishing of guidelines, dissemination of all the varied reports and follow-up to the project. This last WP will last six months..
